Technology Upgradation and Quality Certification
The Ministry of Micro, Small and Medium Enterprises (MSME) is implementing the
Credit Linked Capital Subsidy and Technology Upgradation Scheme (CLCS-TUS)
to enhance the competitiveness of Micro, Small and Medium Enterprises (MSMEs). The scheme aims
to reduce waste through Lean Manufacturing, provide support for design improvements, create
awareness about Intellectual Property Rights (IPRs), promote the Zero Defect Zero Effect (ZED)
Scheme, digitally empower MSMEs through the Digital MSME initiative, encourage and support
untapped individual creativity, and facilitate the adoption of the latest technologies in both
manufacturing and knowledge-based MSME innovations through incubation across India.
The MSME Champions Scheme has been formulated by integrating all six components
of the erstwhile Technology Upgradation Scheme (TUS) through the Standing Finance Committee (SFC)
for a period of five years, from FY 2021–22 to FY 2025–26. It represents a holistic approach to
unify, coordinate, and converge various schemes and interventions with the objective of selecting
clusters and enterprises, modernizing their processes, minimizing waste, enhancing business
competitiveness, and facilitating their national and global outreach and excellence.
The new MSME Champions Scheme consists of the following three components:
